Dawn Sanchez is an accomplished nonprofit and public service leader with more than 18 years of experience in child welfare, social services and program administration. As Vice President of Family Services for Loving Hearts Adoption Services, she oversees program operations, strategic initiatives and resource development to ensure adoption services remain compassionate, compliant and family-centered for birth parents, adoptive families and adoptees. Prior to joining Loving Hearts, Sanchez held leadership roles with the Clark County Department of Family Services and Clark County Social Services, specializing in foster care and adoption recruitment, licensing, medical case management, visitation services, emergency shelter operations and independent living services for youth transitioning out of foster care. Throughout her career, she has led multidisciplinary teams, managed county and grant-funded programs and implemented innovative strategies to improve outcomes for children and families. Sanchez earned both her bachelor’s and master’s degrees in social work from University of Nevada, Las Vegas, completed a graduate certificate in nonprofit management and is pursuing a Doctorate in Social Work at University of Southern California. She is a Licensed Master Social Worker (LMSW) with expertise in strategic planning, regulatory compliance, staff development and community collaboration. A proud Las Vegas native and mother of five, Sanchez is also active in her local parish community and previously in amateur boxing officiating and tournament administration, having served in leadership roles with AIBA and USA Amateur Boxing.

As Director of Adoption Services for Loving Hearts Adoption Services, Tracie Bailley leads the nonprofit’s adoption program operations, guiding birth parents, adoptive families and children through every step of the adoption journey with compassion, experience and care. In her role, she focuses on strengthening program outcomes, expanding services and ensuring families receive the support, education and resources needed before, during and after placement. Tracie brings more than two decades of experience in child welfare, adoption and family services across Nevada and the broader region. She previously spent nearly 10 years with Catholic Charities of Southern Nevada’s Adoption Services program, where she advanced from adoption social worker to adoption manager. In that role, she oversaw program operations, supervised staff and coordinated all aspects of adoption planning, including training, home studies, birth parent counseling and finalization processes. Following her work in private adoption services, Tracie served in a variety of leadership and frontline roles with Clark County Family Services for more than a decade. Her work included adoption recruitment, foster parent training and licensing, kinship placement program development and specialized permanency services. Throughout her career, she has helped connect hundreds of children and families, with a strong focus on keeping siblings together and prioritizing relative placements whenever possible. A licensed social worker in Nevada, Tracie earned her Bachelor of Science in Social Work from Weber State University, along with an associate degree from Ricks College. Her professional background is complemented by deeply personal experience as a longtime licensed foster parent. Over more than a decade, she cared for approximately 25 children and ultimately adopted a sibling group of three. Tracie’s return to Loving Hearts in 2026 marks a full-circle moment in her career, bringing her back to the field that first sparked her passion for adoption. She is dedicated to honoring the voices and experiences of all members of the adoption triad and to helping families build lifelong connections rooted in love, stability and understanding. Outside of her professional role, Tracie enjoys spending time outdoors with her family, supporting her children and grandchildren’s activities, volunteering in their schools and participating in local community events.
